Clothing are items you can put on Colonists or Bots, or wear on your player character. Hats can be put on some Wildlife. Tunics are one of the basic needs for Colonists, each tier of Colonists needs its own tier of clothing to be satisfied.
Tunics[ | ]
In the Settlement mode only the bulrush line is fully available in addition to the following items from the wool line: Frog Kigurumi Top, Panda Kigurumi Top, Penguin Kigurumi Top, Royal Guard Top, Last Suit.

Clothing tiers overview[ | ]
Here's the overview for the three main clothing lines in Enlightenment mode. Open in new tab to enlarge.
Each clothing line initially requires items from its own line (e.g. Bulrush Thread + Bulrush cloth) for tiers 3, 4, and 5. Then tier 6 requires items from a different line. Finally, tier 7 needs silk production for all lines.
